On July 19, 2010, the White House Council on Environmental Quality released a document detailing a new national ocean policy. The policy statement released in a document entitled, “Final Recommendations of the Interagency Ocean Policy Task Force”, offers a framework for accomplishing nine “National Priority Objectives.” The National Priority Objectives are the measures deemed necessary by the Interagency Ocean Policy Task Force to address ineffectual ocean resource management and deteriorating American oceanic conditions. Implementation of the National Priority Objectives will require coordination on behalf of several governmental organizations and the creation of a “National Ocean Council” (NOC) to guide reform. The “Final Recommendations” also include a “Policy Coordination Framework” to structure government efforts to accomplish the proposed measures. The Policy Coordination Framework outlines the role of several agencies working in collaboration with, reporting to, or communicating directly with the proposed National Ocean Council.
